INTRODUCTION The 1980s and 1990s have seen a progressive rise in unemployment and a decline in employment-population ratios in Europe. g. OECD, 1994, 1999). A popular explanation is that interference in the free workings of the labor market keeps real wage costs above market clearing levels.
