The Women’s Action Agenda 21 says that present trade and debt situations perpetuate poor economic conditions in developing countries, while Agenda 21 identifies the problem, rather vaguely, as the difficulty of integrating the goals of environment and development.
According to the International Institute for Sustainable Development,30 the WTO and GATT before it have made little progress on issues of environmental openness and there is a critical need to expand the focus of debate from trade and environment to trade, environment and development. Five years after the Earth Summit, UNGASS reported that the external debt problem continues to hamper the efforts of developing countries to achieve sustainable development. To resolve the remaining debt problems of the heavily indebted poor countries, creditor and debtor countries and international financial institutions should continue their efforts to find effective, equitable, development oriented and durable solutions to the debt problem.
