France similarly initiated a minimal rearmament program in the 1930s, but such steps also met with substantial opposition (Kiesling 1996). It was hoped that a line of fortifications, named the Maginot Line after one of its early sponsors, would protect the country from a German invasion, but this procedure with its obvious emphasis on defense hardly inspired confidence in the smaller countries of east and southeast Europe in French willingness to come to their aid if attacked by Germany.
