4 INVERTING THE PARADOX OF EXCELLENCE AT TOYOTA Toyota has defied the paradox of excellence by resorting to deliberate variations even in the proven successful routines in all aspects of its strategy (strategy, structure, shared values, and stuff), organization (style, staff, skills, and system), and generating value (sequence). There are a number of radical contradictions at the heart of the Toyota system. Enterprises are under increasing pressure to meet multiple, often inconsistent, demands.

Variation-decreasing units (process-focused production and service units), it is argued, need to be decoupled at least to some degree from variation-seeking units. However, there may be exceptions. An alternative way to achieve dual objectives such as high exploitation and high exploration may be to pursue a punctuated equilibrium strategy. This would mean devoting some periods of time to a concentrated emphasis on one and then switching for a while to a concentrated emphasis on the other. These options again indicate a further managerial dilemma.

This type of paradox and dilemma revolves around the exploitation of a given combination of resources in order to yield optimal efficiency versus the need to prepare for the future by innovation and making other forms of change. This dilemma has been expressed in various ways—most notably in the succinct contrast between exploitation and exploration. The dilemma becomes all the more acute when the issue of radical rather than mere incremental innovation is contemplated. A paradoxical solution would look to ambidextrous or dual organizational forms—organizational architectures that build in both tight and loose coupling simultaneously.
