RECRUITMENT, TRAINING AND RESERVES Recruitment and Training Although six out of the fourteen major Latin American countries have passed universal conscription laws, in practice only Cuba, Argentina and perhaps Brazil insist on their application; elsewhere service tends, in fact if not in law, to be selective. ssed in 1901. By then, however, Peron, who had once before attempted to re-enter the country, had become an active force in national politics.
