Although this is a worthy cause, it should not be the primary purpose or goal for EMS. EMS functions and concerns are not particularly well covered when it comes to preplanning for a fire, as the personnel are biased towards fire response and support of fireground operations. In non–fire-based EMS agencies, a similar situation exists. If any preplanning takes place, it is usually performed by field personnel who are familiar with the facility or location. They prepare the preplan based on their interaction with the facility and, although the plans developed should have more of a focus on EMS issues, it cannot be assumed.
