There were wide variations between authorities, in 1969 the outer London boroughs of Brent and Haringey having 26 per cent and 28 per cent immigrant children on roll, and inner London boroughs Islington and Hackney 24 per cent and 26 per cent. Half of LEAs had no immigrant children in their schools and only 9,907 out of over 28,000 schools took in immigrant children in that year. By 1972 the DES had decided that the figures were inaccurate and of little help in distributing funding, and collection of statistics was discontinued from that year.

American scholars Kirp (1979) and Killian (1979) both pointed out that while in the USA bussing was hailed as a victory for justice and a defeat for racism, in Britain the eventual ruling that it was discriminatory was hailed as a victory over racism. The difference between the countries was that bussing in England was only one-way, there was no suggestion that white children be bussed. Kirp was also of the opinion that bussing failed because it was an explicit policy, whereas British race and schooling policy, as with other social policies, preferred to be largely inexplicit, eventually subsuming immigrant problems under those of general disadvantage, The stress on dispersal meant that the public were not informed of positive work being done in local authorities and in schools with large numbers of immigrant children.

One specific government policy to emerge in the mid-1960s was that of grants made by the Home Office (not the DES) to local authorities via Section 11 of a 1966 Local Government Act for any special provision as a ‘consequence of the presence within their area of substantial numbers of immigrants from the Commonwealth whose language and customs differ from those of the community’ (Local Government Act 1966: S 11). Dorn and Hibbert (1987: 59) later characterised Section 11 funding as a bizarre saga exhibiting the characteristics of a TV soap opera.
