The depression of 1884--7 was prolonged and deep-seated, particularly in London. The optimism evident in the 1860s and 1870s dissipated. Accordingly in the 1880s attention was diverted from pauperism to chronic poverty. 44 While poverty was still associated with drink, early marriage, improvidence, irreligion and idleness, they were now seen as symptoms rather than causes. The root cause of poverty was associated with the pressures of city existence. As a consequence there is a major re-orientation of middle-class attitudes towards the casual poor in the mid-l880s.
If the problems of the family were to be 'solved' then early intervention would have to be made at the 'source' of the problems rather than waiting for the appearance of the symptoms. More particularly, the link was increasingly made between neglect or deprivation, particularly in early life, and delinquency. This association sprang from the premise that delinquent children were no different from deprived children who had not been in trouble with the law. They were seen as victims of both family and environmental circumstances and suffered from neglectful, unhappy and often broken homes.
