Example text

While the focus of the research was directed towards the complexities facing practitioners in identifying and responding to young people trafficked from abroad, it also considered some of the issues arising from casework with ‘internal’ or ‘domestic’ trafficking of UK nationals (see chapter 2 for more details on this). While the overarching aim of the research was to draw on practitioners’ experiences to provide a qualitative analysis of the identification of and work with young people trafficked from abroad, the different interpretations of the meaning of ‘trafficking’ were explored.

In line with the approaches outlined by King et al. (2008), our research suggests that ‘internal’ or ‘domestic’ trafficking can be understood in the UK to be divided between two strands of children and young people who are trafficked: 36 The policy context • Children trafficked from abroad and then ‘internally trafficked’ These young people will be moved on within the UK after arrival from abroad. They may not speak English, may have little knowledge of the UK support systems available through children’s services, and may have come from communities (and climates) that are profoundly different from those in the UK.

The second stage involves these competent authorities making, within five days, a ‘reasonable ground’ decision of whether the child has been trafficked. If a positive reasonable ground decision is made, the victim is granted a 45-day reflection period and the competent authority will further investigate in order to reach a ‘conclusive grounds’ decision (see CEOP, NSPCC CTAIL and UKHTC 2011). Criticisms have been levelled at the effective use of the NRM as a mechanism for recording data of trafficked children and young people, or indeed, The policy context 27 as a mechanism for effecting genuine safeguarding strategies.
